Metering point operator (MSB)

One role, two variants

Every metering point has a default operator, usually the local grid operator. It is responsible until somebody else is appointed. Alongside it sits the competitive metering point operator, which the connected user or the plant operator is free to choose.

Switching is therefore not an administrative detail but a decision with operational consequences: the resolution of the readings, the interfaces a portal or a billing system collects them through, response times on a failure, and whether one provider can serve several sites on the same terms.

When an intelligent metering system is mandatory

The Messstellenbetriebsgesetz requires an intelligent metering system, meaning a modern meter with a smart meter gateway, for generating installations above a capacity threshold; the obligation begins at seven kilowatts of installed capacity. Costs are capped by statute and fall on the connected user or the plant operator depending on the case.

Below the threshold installation is possible but not required. As soon as a model rests on quarter-hour values it becomes necessary anyway: direct marketing needs them, shared building supply needs them per participant, and so does any model built on time-varying network charges.

The data chain

The metering point operator measures and sends. The recipients are the grid operator, each consumer's supplier, for generating assets the direct marketer, and, where power is distributed inside a building, whoever turns readings into allocations and invoices.

When a link in that chain breaks, the plant does not stop but the revenue does: missing values lead to substitute values, to late settlement, and in direct marketing to balancing deviations whose cost the marketer passes on.

In operation this is the item that looks smallest in the model and interferes most in daily life. Annual metering charges are minor against yield, but every month without clean readings moves cash in, and under a distributed model it blocks the billing of the entire building.

For project review, three entries therefore belong in the pack: who operates the metering point, what resolution is contractually committed, and through which interface the values arrive. A model computing quarter-hour revenue at a site whose meter is read once a year is computing revenue that cannot technically arise.

For portfolios, uniformity joins the list. Twenty sites with twenty default operators mean twenty data formats and twenty contacts. One competitive operator across the portfolio costs more per meter and less per hour of administration.
